NOTICE IS HEREBY GIVEN that Easttown Township Zoning Hearing Board will hold a public meeting on Thursday, May 19, 2022, beginning at 7:00 p.m. prevailing time, at the Easttown Township Building, 566 Beaumont Road, Devon, Pennsylvania, to conduct such business as may properly come before the Board and to hold hearings and render decisions on the following matters:

ZHB 637 – Hyon Hwang – 637 Newtown Road, Berwyn (AA and R-1 Districts, TPN 55-4-142).  The Applicant is the owner of the subject property and seeks variances from §455-14.F (Dimensional Requirements) and Table 3.2 (Dimensional Requirements Table) of the Easttown Township Zoning Ordinance to permit existing improvements which exceed the 13.5% maximum permitted impervious surface to remain on the property; alternatively, Applicant seeks a variance from §455-132 (Definitions) regarding the calculation of impervious surface on a property which includes a flag lot access strip; and any other relief that may be deemed necessary by the Zoning Hearing Board.

ZHB 639 – Stephen and Melissa Eldredge – 2261 S. Valley Road, Berwyn (AA District and MF-A Overlay District, TPN 55-4-4). The Applicants are the owners of the subject property and seek a special exception pursuant to §455-123.A (Alteration, renovation or enlargement of nonconforming structures) of the Easttown Township Zoning Ordinance to permit the renovation and expansion of a historic dwelling, which is an existing nonconforming structure. Additionally, the Applicants seek variances from the following sections of the Zoning Ordinance: §455-14.A (Dimensional Requirements) and Table 3.2 (Dimensional Requirements Table) to permit the construction of an addition to the historic dwelling which is located entirely within the required 75 feet front yard setback; §455-31.C (Natural Resources Protection), which incorporates the provisions of §274-19.A (Resource protection standards), and §274-49.B (Enforcement of specific provisions) of the Natural Resource Protection Ordinance which provides for the enforcement of Article V, Riparian Buffer Zones, pursuant to the Zoning Ordinance, to permit alteration, disturbance and regrading within the riparian buffer zone as needed for the proposed improvements on the subject property; §455-47.A (Accessory buildings or structures) to permit the construction of a new deck to replace an existing deck which is located within the required 75 foot front yard setback; and §455-123.A(3) (Alteration, renovation, or enlargement) to permit expansion of the historic dwelling by more than 25% where 25% of the footprint of the existing structure is the maximum permitted increase. The Applicants also seek relief pursuant to §388-
13.T(a)[2] (Riparian buffer zones) of the Easttown Township Stormwater Management Standards for the reduction of the riparian buffer zone on the subject property to 25 feet, where 50 feet is required by §274-18.A as incorporated in §455-31.C of the Zoning Ordinance; and any other relief that may be deemed necessary by the Zoning Hearing Board.

PUBLIC NOTICE

Please be advised that on Monday, May 2, 2022, at 7:00 P.M., prevailing time, at the Easttown Township Building, 566 Beaumont Road, Devon, PA 19333, the Easttown Township Board of Supervisors will conduct a public hearing to consider and, immediately thereafter during its regular public meeting, decide whether to act upon Conditional Use Application CU-112, of CDHB Ventures LLC, for property located at 277 Blackburn Drive, Berwyn, PA  19312, Tax Parcel No. 55-2-143.1D, in the R-1 Residential District. The subject property is currently unimproved except for a landscape wall, storm sewer and sanitary sewer facilities.  The majority of the subject property is maintained as a lawn, including all disturbed areas.  Applicant seeks conditional use approval under Section 274-19.C (Resource Protection Standards) which allows minimally invasive disturbance associated with stormwater management and storm and sanitary sewer lines, provided that they are designed and constructed to eliminate infiltration of floodwaters into the system and discharges from the system into waters of the commonwealth, by conditional use, with proof of minimal disturbance and restoration practices of exposed earth, subject to approval by the Board of Supervisors.  The applicant proposes stormwater management facilities, storm pipes and sanitary sewer lateral to be located in the riparian buffer, and asserts unique physical circumstances/conditions of the lot and the location of the existing sewer main within the riparian buffer.  Hard copies of the Application are available for review by appointment at the Easttown Township Building, weekdays from 8:00 a.m. to 4:30 p.m. Electronic copies can be viewed by contacting Matt Lubitz, Planning and Zoning Officer, at mlubitz@easttown.org. NOTICE IS HEREBY GIVEN that on Wednesday, March 30, 2022, at 7:00 p.m., prevailing time, the Board of Supervisors of Easttown Township will hold a Special Meeting to review the Omnibus Zoning Amendments currently under consideration.  This meeting will be held both in person in the Township Building located at 566 Beaumont Road, Devon, PA 19333, and with the option to attend remotely via Zoom.  Meeting information including how to access the meeting via Zoom will be available on the Township website (www.easttown.org).  A complete copy of the Omnibus Zoning Amendment package is available for review HERE.  At this meeting the Board of Supervisors may consider and act on items relating to the Omnibus Zoning Amendments, including but not limited to making additional revisions, authorizing further planning reviews, and/or approving finalized items for legal advertisement and action at future public meetings.  If you are a person who wishes to participate in the meting and you require an auxiliary aid, service or other accommodation, please contact the Easttown Township office in advance at 610-+687-3000 ext. 120.

NOTICE IS HEREBY GIVEN that on Monday, April 4, 2022, at 7:00 p.m., prevailing time, at the Easttown Township Building, 566 Beaumont Road, Devon, PA 19333, the Easttown Township Board of Supervisors will conduct a public hearing to consider, and potentially adopt, a proposed amendment to the Code of the Township of Easttown, summarized as follows:

AN ORDINANCE OF EASTTOWN TOWNSHIP, CHESTER COUNTY, PENNSYLVANIA, AMENDING THE CODE OF THE TOWNSHIP OF EASTTOWN, CHAPTER 455, ENTITLED "ZONING," AS AMENDED, BY FURTHER AMENDING SECTION 455-24.K PROVIDING FOR A MAXIMUM DENSITY OF MULTIFAMILY DWELLINGS IN THE VB AND VT DISTRICTS.

SECTION 1.  Section 455-24.K, is amended to revise the maximum density for multifamily dwelling units per acre of net lot area as follows:

  1. Dwelling, Multifamily in the VB Village Business District - from 28 dwelling units per acre of net lot area, down to 16 dwelling units per acre of net lot area.
  2. Dwelling, Multifamily, including Townhouse, in the VT Village Transition District - from 16 dwelling units per acre of net lot area, down to 12 dwelling units per acre of net lot area.

The Proposed Ordinance also includes SECTION 2 addressing severability; SECTION 3 addressing repealers; and SECTION 4 providing for an effective date five days following enactment as by law provided.
